It’s not so much the number of the executive orders issued, but the scope of the executive orders that are issued. Some of Obama’s executive orders are trying to make and enforce laws by presidential decree WITHOUT the authorization of congress. Executive orders were, traditionally, orders issued to the employees of the executive branch of the Federal Government and, also traditionally and constitutionally, had to have some sort of basis in legislated law if they were proactive orders to do something rather than refrain from doing something.
Starting with Bush 41, that began to change significantly. Previous presidents had issued mass illegal executive orders (Lincoln, Wilson, Hoover, both Roosevelts, and Truman, for instance), but most of the time, it was limited to a single presidency and then interrupted (or even reversed) by successive presidents. Ever since Bush 41, the executive orders have began to be increasingly dictatorial and anti-constitutional, each successive president stretching the boundaries that were set by the last one in office. It’s just that now it is becoming obvious that the constitution is being blatantly violated by some of these executive orders, where it was more subtle with previous presidents. Of course the Republicans will try to make political hay with this, even though it was two republican presidents that were just as guilty as the two democrat presidents over the last 26 years.
